There are several ways to buy targeted traffic. You can use pay per click, that’s where you put up an ad and you pay for each time someone clicks on your ad.

Google Adwords is the most popular one, but there are others, like Yahoo and MSN.

Those are definitely not scams.

You can also purchase by impressions, a good site that comes to mind doing that is adbrite.

I would stay away from sites that offer thousands of page views, although they may not be scams, the effectiveness of that type of marketing may not be what you are looking for.
